3. Person authorized for Legal Aid:

(1) A person having less than the specified annual income shall only be entitled to Legal Aid under this Act.
(2) The Concerned Committee shall be authorized to grant or deny Legal Aid to a particular person.
(3) The Concerned Committee while deciding for Legal Aid shall consider and discourage unnecessary harassment to other and tendency towards litigation
on baseless ground.
